You need to make a connection in the law enforcement office or DA office in your home town. At first this will sound manipulative but hear me out....find a female detective or officer to confide in. You need to find an ear so that someone will hear you. Second try the same thing in the DA's office. The key here is being heard. Ask around and see which officers are more sensitve. Finally find a pastor to talk to and get them on your side. There is strength in numbers and the more people you get to step up the quicker they will listen. Many of these men, abusers, use the relationship that guys ahve naturally to get cops on their side, you need to try and do the same thing.
