» maj04 - Is neglect a form of Child Abuse?

I have major concerns about the system in regards to child abuse. I have spoken to attorneys and the division of child services and they claim the following are not forms of child abuse, please keep in mind these are concerning a child younger than three:
1. shoes that are two sizes two small
2. clothes that are two sizes to small
unclean clothes
3. dirty ears (six q-tips and still not clean)
4. unbathed
5. toe nails that have grown into toes
6. finger nails long, dirty, so dirty the child is chewing to get the dirt out
7. nose stuffed up to the point it is hard to breath
8. smelling like smoke
9. poop stuck on bottom, hard to get off
10. teeth packed with food
11. smells like urine, due to uncleaned body
12. living in absolute filth

The response that I have gotten is, if the child fed and dressed, without physical marks of abuse then they are fine.

Does anyone know how to get the proper authorities attention on these issues?
